Local
and Federal Preservation Incentives.
There are
some tax advantages and support for preserving and
adapting historic structures for a new use. Local agencies
are the first place to start. The St. Cloud Downtown
Council in conjunction with the St. Cloud Housing and
Redevelopment Authority (HRA) offers a Downtown Improvement
Loan Program. Loans are written down 3 percent for
the first five years for a one-time loan up to $40,000
for exterior façade and interior

The Federal Historic Preservation Tax Incentives program
supports private sector rehabilitation of historic
buildings that are National Historic Landmarks. Income-producing
properties that are rehabilitated according to certain
federal standards can receive a 20 percent tax credit
on structural renovation expenses. Started in 1976
following a change in the federal tax code, the program
is administered by the National Park Service (NPS)
in partnership with the Internal Revenue Service (IRS)
and State Historic Preservation Offices (SHPOs). For
